Exempts from public meetings requirements those portions of conditional medical release panel review hearings where exempt or confidential information (such as HIPAA-protected health information) is discussed.

Requires panels to announce when exempt or confidential information will be discussed, declare specific closure reasons in a public document, and create complete recordings of all closed hearing portions including times, discussions, and attendees.

Makes confidential and exempt from public disclosure any records used by the panel to determine conditional medical release eligibility that contain exempt or confidential information, as well as all recordings, transcripts, minutes, and notes from closed hearings.

Restricts attendance at closed hearing portions to panel members, supporting staff, the inmate, and licensed medical personnel providing testimony regarding exempt or confidential information.

Subjects the exemptions to the Open Government Sunset Review Act and repeals them on October 2, 2027, unless reenacted by the Legislature.
