Expands the sales tax exemption to cover all aircraft sales and leases, removing previous restrictions on aircraft weight and use.

Removes the 15,000 pounds maximum certified takeoff weight limitation that previously applied to exempted aircraft.

Eliminates the requirement that aircraft be used by common carriers operating under Federal Aviation Administration regulations to qualify for the exemption.

Defines "aircraft" as a manned vehicle capable of flight designed to transport persons or property.

Takes effect July 1, 2022.
