Department of Highway Safety and Motor Vehicles shall develop a "Learn to Fly" specialty license plate with "Florida" at the top and "Learn to Fly" at the bottom.

Annual use fees from plate sales shall be distributed to Florida's Lifted Youth Inc., a Florida nonprofit corporation.

Florida's Lifted Youth Inc. may use up to 10 percent of proceeds for promoting and marketing the plate.

Remaining proceeds must be used to assist underprivileged youth and children of fallen heroes in establishing aviation careers.

Effective date: October 1, 2022.
