Department of Highway Safety and Motor Vehicles must contract with a private vendor by January 1, 2023, through competitive solicitation to market and sell personalized prestige license plates (1-10 year terms) and specialty license plates.

Private vendor contract must establish reasonable vendor processing fees, require quarterly accounting of transactions, allow electronic infrastructure compatible with the department's registration system, and permit the vendor to conduct presales of specialty plates.

Personalized prestige license plates and specialty license plates sold by private vendor must be approved for 1-10 year terms instead of annual terms, with multiyear plates allowing transfers of alphanumeric patterns to other persons.

Department and Legislative Budget Commission may jointly approve new specialty license plates marketed through private vendor, and department may approve new designs and color combinations for plates sold by vendor, with minimum presale requirement of 200 vouchers for vendor-marketed plates.

Specialty license plates marketed by private vendor must meet minimum registration threshold of 200 plates (vs. 1,000 for traditionally-sold plates) to remain in circulation, and vendor-marketed plates are exempt from certain restrictions and marketing prohibitions that apply to other specialty plates.
