Requires owners of onsite sewage treatment and disposal systems (excluding those with operating permits) to have systems inspected at least once every 5 years beginning July 1, 2025, with the Department of Environmental Protection administering the inspection program.

Mandates a county-by-county implementation plan phased over 10 years, with priority given to areas within department-identified priority focus areas for springs.

Requires new or revised basin management action plans to include a list identifying and prioritizing spatially focused suites of projects likely to yield maximum pollutant reductions.

Mandates the Department of Environmental Protection assess projects costing more than $1 million to determine whether they reduce nutrient pollution or water use as intended, with assessments included in basin management plan updates.

Establishes minimum standards for inspection program rules including pumpout/repair requirements for failing systems and enforcement procedures for non-compliance by system owners and contractors.
