Defines "medication technician" as an unlicensed individual trained to assist assisted living facility residents with self-administration of medications and point-of-care device use.

Requires that assisted living facility residents capable of self-administering medications or using point-of-care devices without assistance be encouraged and allowed to do so.

Authorizes medication technicians to assist residents with routine, regularly scheduled self-administered medications and point-of-care devices only with documented resident request and written informed consent.

Requires medication technicians to complete a minimum of 6 hours of training by a registered nurse or licensed pharmacist, with 2 hours of annual continuing education thereafter.

Directs the Agency for Health Care Administration to adopt rules establishing minimum training requirements covering infection control, safe device handling, communication protocols, and medication self-administration assistance methods by July 1, 2022.
