Creates s. 790.261, F.S., requiring persons who manufacture or assemble firearms in Florida after July 1, 2023, to apply to the Department of Law Enforcement for a unique serial number and engrave it on the firearm within 10 days

Requires current owners of unserialized firearms to apply for and affix a serial number by January 1, 2024, with new Florida residents having 60 days after arrival to comply

Prohibits the sale or transfer of home-manufactured or assembled firearms, except to law enforcement agencies, and mandates destruction of confiscated unserialized firearms

Establishes criminal penalties: first-degree misdemeanor for violations involving handguns, second-degree misdemeanor (or fine up to $1,000) for other firearms, with each firearm constituting a separate offense

Exempts firearms with federally-assigned serial numbers, antiques, curios, relics, and firearms made before October 22, 1968; requires FDLE to process applications within 15 calendar days including background checks
