Authorizes the Department of Law Enforcement to charge a fee for each serial number or identifying mark issued to reimburse actual costs of assigning serial numbers or identifying marks to firearms and conducting background checks.

All moneys collected from these fees must be deposited into the Division of Licensing Trust Fund.

The Legislature must appropriate funds from the trust fund as deemed necessary to administer the serial number and identifying mark program.

Takes effect on the same date as related legislation (referenced as "SB ___") if adopted in the same legislative session and enacted into law.
