Authorizes state agencies to enter into pay-for-success contracts with private nonprofit organizations (501(c)(3) entities) to fund services contingent upon meeting specified performance targets and outcome measures.

Requires private entities to secure up-front capital from private funding sources (foundations, financial institutions, businesses, or individuals) and allows the state to reimburse them only upon achieving quantifiable public benefits and monetary savings.

Limits eligible services and programs to early childhood education, workforce development, public safety, health and human services (including addiction and mental health treatment), and community-based care.

Mandates independent third-party evaluators assess performance at the contract midpoint and end, with success payments calculated based on evaluation results and paid within 60 days of receiving evaluator reports.

Protects client privacy by prohibiting private entities from accessing confidential personal information and requires agencies to provide annual reports to legislative appropriations committees by April 1; takes effect July 1, 2022.
