Eliminates automatic driver license suspensions for failure to pay traffic fines, civil penalties, or failure to attend driver improvement school, while preserving suspensions for failure to pay child support in non-IV-D cases.

Automatically reinstates all driver licenses suspended solely for nonpayment of traffic or criminal case financial obligations as of the effective date, with reinstatement fee requirements.

Removes delinquency fees ($25) previously imposed by clerks of court for noncompliance with court directives in traffic and criminal cases, except for child support cases.

Eliminates provisions requiring vehicle registration plates and revalidation stickers to be withheld for unpaid traffic fines and allows direct request for hearing within 180 days of traffic violation without automatic license suspension consequences.

Simplifies reinstatement procedures for driver licenses suspended under s. 322.245 by removing requirements for court certificates of compliance and multiple service charges, retaining only the $60 reinstatement fee.
