Prohibits sale, offer to sell, or transfer of unfinished frames or receivers unless between licensed importers/manufacturers or the item bears a federal serial number.

Prohibits manufacturing or assembling firearms without a federally-issued serial number, except for permanently inoperable firearms, antique firearms, or items classified as collector's items or curios/relics under federal law.

Prohibits possession, sale, or transfer of completed firearms without serial numbers after January 1, 2023, with exceptions for law enforcement agencies, licensed manufacturers/importers, and certain historical or inoperable firearms.

Establishes criminal penalties ranging from second-degree misdemeanor for first-time possession violations to third-degree felony for second or subsequent offenses; allows sales to licensed dealers before January 1, 2023.
