Removes requirement for "substantial similarity" in evidence of prior sexual offenses when identity is not at issue, making other crimes, wrongs, or acts more easily admissible in sexual offense prosecutions.

Replaces term "vaginal" with "female genital" throughout Florida Statutes in definitions of sexual battery, sexual bestiality, and sexual activity across multiple criminal statutes.

Creates new felony offense of lewd or lascivious molestation of persons 16 years or older involving intentional unwanted touching of breasts, genitals, or buttocks, punishable as a third-degree felony.

Extends statute of limitations for sexual battery prosecutions involving victims who were unaware of assault due to mental defect, mental incapacity, or physical helplessness to 1 year after victim obtains actual knowledge or reports to law enforcement.

Requires HIV test results of inmates arrested for sexual offenses involving genital penetration to be disclosed to victims or their legal guardians upon request, and increases penalties for sexual battery involving threats of serious bodily injury or death to life felonies.
