Requires municipalities operating water or sewer utilities to charge customers in other municipalities the same rates, fees, and charges as customers within their own boundaries if the service is provided from infrastructure located in the recipient municipality.

Allows municipalities to charge customers outside their boundaries rates based on either the same rates as inside customers plus up to 25 percent surcharge, or rates that are just and equitable and based on the same factors as inside rates, also with up to 25 percent surcharge.

Limits total rates, fees, and charges for out-of-boundary customers to no more than 50 percent in excess of rates charged to inside customers under the second method, requiring a public hearing before establishment.

Permits pro rata rate changes applied equally to all service classes both inside and outside the municipality without requiring public notice or hearing.

Takes effect July 1, 2022.
