Changes the Department of Agriculture and Consumer Services' authority from "may" to "shall" regarding development and adoption of rules for interim measures and best management practices to achieve statewide pollution reduction for agricultural sources.

Requires the Department of Agriculture and Consumer Services to develop rules establishing guidelines for providing financial assistance to parties implementing best management practices, with financial assistance exempted from competitive bidding requirements under s. 287.057.

Mandates rules be updated at least every 5 years or within one year after completion of scientific and technical research, including updates to nutrient application rates for agricultural soil amendments.

Requires administrative fines in the Class II category be imposed for failure to implement agricultural best management practices, failure to cooperate with verification procedures, or failure to provide required records.

Expands the definition of "best management practice" to include water conservation and climate resiliency incentives in agricultural production.
