Department of Management Services must prepare and submit by December 31, 2022, a statewide inventory of all state-owned motor vehicles, maintenance facilities, and fuel depots to the Governor and Legislature, including ownership, possession, annual costs, staffing, and physical locations.

Creates the Fleet Operations Management Pilot Program to assess cost savings through privatizing state vehicle management, acquisitions, disposition, maintenance facilities, and fuel operations, excluding law enforcement vehicles unless requested by the agency.

Department must competitively procure a vendor contract (rebid every 5 years) and implement the program in phases: 3 state entities by October 1, 2023; 10 additional entities by October 1, 2024; and all state entities by October 1, 2025, with combined initial fleet of at least 5,000 vehicles.

Department must submit annual reports beginning September 1, 2024, documenting full-time equivalent position impacts and cost savings, and may terminate or accelerate the program if unable to document at least $5 million in cost savings by July 1, 2025, or if economic models show insufficient savings potential.

All contract data must be stored in Department-approved formats and remain state property; vehicle-monitoring hardware must be commercially available and not proprietary to the vendor.
