Imposes an additional $135 annual flat fee on electric vehicles weighing less than 10,000 pounds, increasing to $150 on January 1, 2025.

Imposes an additional $235 annual flat fee on electric vehicles weighing 10,000 pounds or more, increasing to $250 on January 1, 2025.

Imposes an additional $35 annual flat fee on plug-in hybrid electric vehicles, increasing to $50 on January 1, 2025.

Allocates 64 percent of fee proceeds to the State Transportation Trust Fund and 36 percent to counties for electric vehicle charging infrastructure and transportation expenditures.

Allows owners of electric and plug-in hybrid electric vehicles to renew registrations biennially and exempts vehicles with battery storage systems of 5 kilowatt hours or less from the imposed fees.
