Defines "total compensation" to include base salary, bonuses, incentive payments, severance, retirement benefits, deferred compensation, property gifts, vehicles, leave, insurance coverage, and other perquisites.

Requires the Department of Children and Families to include compensation limitation provisions in all new contracts and amendments to existing contracts with community-based care lead agencies.

Requires the department to publish annual information on its website regarding compensation exceeding 150 percent of the secretary's salary for covered employees and contractors of each lead agency.
