Expands the Florida Seaport Transportation and Economic Development Council from 17 to 18 members by adding a representative of Putnam County

Authorizes Putnam County to apply for a grant through the council before July 1, 2024, to fund a feasibility study examining the economic, technical, and operational viability of establishing a port in Putnam County

Requires the Department of Transportation to include the feasibility study in its budget request if the council approves the grant application, following standard evaluation procedures under subsections (5)–(8) of s. 311.09

Terminates Putnam County's membership on the council if the completed feasibility study is not approved, effectively making continued membership contingent on demonstrating port viability

Reenacts numerous cross-referenced Florida statutes—covering coastal management, seaport security, port planning, environmental permits, mitigation banks, and funding programs—to incorporate the amended council membership provisions
