Creates the Municipal Solid Waste-to-Energy Program within the Florida Department of Agriculture and Consumer Services to provide financial assistance and incentive grants to publicly owned waste-to-energy facilities, effective July 1, 2022

Establishes annual financial assistance grants at a rate of 2 cents per kilowatt-hour for facilities that had power purchase agreements with electric utilities before January 1, 2022, and have since entered new or amended agreements with reduced capacity and energy payments

Provides incentive grants to help waste-to-energy facilities with planning, designing, constructing, upgrading, or expanding operations, requiring applicants to provide dollar-for-dollar matching funds and demonstrate the project is cost-effective, permittable, and implementable

Prioritizes funding for financial assistance grants first, with any remaining funds in a fiscal year available for incentive grants; unexpended funds may be carried forward for up to 5 years

Prohibits grant funds from being used to support electric power sales to small electric utilities or to promote residential collection systems that do not separately collect solid waste from recovered materials
