Amends Florida Statute 171.051 to add new procedures for contracting (shrinking) municipal boundaries when most landowners in the affected area are not registered electors

When more than 70% of land in a proposed contraction area is owned by non-registered electors (individuals, corporations, or other legal entities), contraction requires written consent from owners of more than 50% of the total land area before any referendum is held

When a proposed contraction area has no registered electors at the time the ordinance is adopted, a vote of area electors is not required, but consent from owners of more than 50% of the total land area must still be obtained

In areas with no registered electors where the governing body does not hold a municipal referendum, property owner consent must be obtained before the final adoption of the contraction ordinance, which becomes effective upon adoption or as otherwise specified
