Requires all hemp extract products manufactured, distributed, or sold in Florida to be registered with the Department of Agriculture and Consumer Services, with registrations valid for 1 year and subject to annual renewal

Applicants must submit a product sample, proposed labeling, and a certified report from an independent testing laboratory conducted no more than 30 days before the application, confirming the product is not adulterated and meets all standards

Authorizes the department to analyze product samples to verify labeling claims, ensure delta-9-THC concentration does not exceed 0.3 percent, and confirm the product is not adulterated

Empowers the department to issue stop-sale orders, revoke or suspend registrations, order manufacturers or distributors to cease operations if an unregistered product poses an imminent public health threat, and impose Class III administrative fines for violations

Prohibits the sale of hemp extract products intended for ingestion or inhalation to persons under 21 years of age
