Amends s. 324.021, Florida Statutes, to expand the definition of "motor vehicle liability policy" to include policies issued by qualifying risk retention groups, in addition to insurance companies authorized to do business in Florida.

Defines "risk retention group" as one operating under s. 627.943 or s. 627.944 that is rated "A" or higher for financial strength and "VIII" or higher for financial size category by A.M. Best Company.

Limits qualifying risk retention groups to those that only provide commercial coverage for vehicles used in public and private construction and infrastructure projects.

Effective date of July 1, 2023.
