Charter schools may give enrollment preference to children of safe-school officers and active duty military members, and not-for-profit charter schools may transfer unrestricted assets to other charter schools outside their district through an unforgivable loan that must be repaid within 5 years.

Charter school sponsors must reimburse federal grant funds within 60 calendar days of submission and pay 1% monthly interest on late payments; sponsors must also annually report to their charter schools on services rendered from administrative fees, with reports due to the Department of Education by September 15.

Private tutoring of up to 25 students is authorized in commercial buildings, libraries, churches, college facilities, and former school or child care sites under existing zoning and land use designations without requiring a special exception, rezoning, or land use change.

The Department of Children and Families must submit a report by December 31, 2024, and every 5 years thereafter to the Governor and Legislature evaluating child care personnel training requirements, licensing regulations, and recommending elimination of unnecessary rules and streamlined inspection processes.

Adjunct teaching certificates issued for full-time positions are extended from 3 years to 5 years; the definition of "classroom teacher" under the Florida Teachers Classroom Supply Assistance Program is expanded to include administrators and substitute teachers filling vacancies, and districts must calculate prorated shares for part-time teachers.
