Reduces the aggregate fine limit for homeowners' associations from $1,000 to $500 per violation, unless otherwise provided in governing documents.

Requires associations to send notice of violations to a member's designated mailing address (property address unless member requests otherwise) and include a description of the alleged violation and specific actions needed to cure it.

Eliminates fines or suspension of rights if a member cures the alleged violation within 14 days of receiving notice from the association.

Prohibits fines under $1,000 from becoming a lien against a parcel and establishes that the prevailing party in fine recovery actions is entitled to reasonable attorney fees and costs.

Effective July 1, 2023.
