Appropriates a minimum of the lesser of 7.6 percent or $50 million annually from the Land Acquisition Trust Fund for projects dedicated to the conservation and management of the Indian River Lagoon

Authorizes the Department of Environmental Protection to make grants, including multiyear grants, for projects implementing the updated Indian River Lagoon Comprehensive Conservation and Management Plan, coordinated with the South Florida and St. Johns River Water Management Districts

Gives preference to ecosystem monitoring and habitat restoration projects, projects connecting onsite sewage systems to central sewer systems, and projects managing stormwater, freshwater, and agricultural discharges

Requires a minimum 50 percent local match for sewer system connection projects and discharge management projects

Directs the Department of Environmental Protection to submit an annual report on funded projects to the Governor, Senate President, and House Speaker beginning January 1, 2024, and removes an obsolete provision that expired July 1, 2023
