Creates the Task Force on Workforce Housing for Teachers and Expansion of Schools adjunct to the Department of Economic Opportunity to study affordable housing solutions for teachers and identify classroom/instructional space needs.

Defines "workforce housing" as housing affordable to individuals or families with total annual household income not exceeding 80 percent of area median income, adjusted for household size.

Task force composed of 18 members including appointees from the President of the Senate and Speaker of the House (5 each representing county, municipal, school boards, developers, and homebuilders), Governor (2 including an affordable housing advocate), one legislator each from Senate and House, and representatives from four state agencies.

Requires task force to study feasibility of using surplus state property for teacher housing and classroom space, identify costs and grant opportunities, examine mixed-use developments, and determine necessary statutory changes, with findings due to Governor and Legislature by February 1, 2024.

Task force expires July 1, 2024; all state agencies must cooperate fully and local governments are encouraged to assist; act takes effect July 1, 2023.
