Amends s. 787.06, F.S., to add new definitions for "labor trafficking," "sex trafficking," "victim," and "maintain," and expands the definition of "coercion" to include abducting, kidnapping, isolating, using financial institutions to launder trafficking proceeds, and providing Schedule I or II controlled substances to exploit a person

Imposes mandatory fines ranging from $50,000 to $100,000 for various human trafficking offenses, including $100,000 for trafficking children for labor, services, or commercial sexual activity, and $100,000 for parents or guardians who sell or transfer custody of a minor for trafficking purposes

Requires human trafficking-related racketeering activities (bribery, money laundering, extortion, obstruction of justice, drug crimes) to be prosecuted under the Florida RICO Act, with civil liability of up to $1 million for complicit business entities plus $1 million per child victim, and up to 10 years in prison and business license revocation for owners who facilitate trafficking

Directs the Department of Education and Department of Health, in conjunction with the Statewide Council on Human Trafficking, to establish an awareness training program and community partnership providing trauma-informed resources for K-12 students, educators, nurses, and social service centers

Requires each state attorney to adopt a mandatory pro-prosecution policy for human trafficking offenses and ensure prosecutors receive semiannual training on investigating and prosecuting trafficking crimes, with attendance records maintained for 7 years
