Establishes the statewide Covered Electronic Device Recovery Program within the Department of Environmental Protection to create a plan for recycling computers, monitors, and televisions with screens greater than 4 inches, with the stated goal of reducing economic reliance on Chinese-made electronic products.

Requires each county to submit a disposal plan for covered electronic devices to the department by January 1, 2025; mandates industrial, institutional, and commercial facilities to use permitted reclamation facilities by January 1, 2026; and prohibits all persons from disposing of covered electronic devices outside permitted reclamation facilities by January 1, 2028.

Imposes civil penalties under s. 403.141 for violations, which may be waived if the person has taken appropriate corrective action to remedy actual damages.

Directs all program funds to be deposited into the Solid Waste Management Trust Fund for grants to local governments and public/private entities to develop regional electronic device recycling programs.

Requires the department to adopt rules by July 1, 2024, covering reclamation facility permitting criteria, facility and collection center standards, and data collection requirements for precious metals recovered through the program.
