Creates a 4-year Year-round School Pilot Program beginning with the 2024-2025 school year, requiring the Department of Education to assist school districts in establishing year-round programs at elementary schools.

Commissioner of Education will select 5 school districts to participate, with preference for demographic variety including urban, suburban, and rural districts.

Participating districts must implement single-track or multi-track schedules and provide data on academic and safety benefits, as well as potential barriers such as budgeting, transportation, summer services, and parental engagement.

Commissioner must submit a final report to the Governor and Legislature with enrollment data, documented benefits, barrier evaluations, and recommendations on adopting year-round school programs statewide.

State Board of Education authorized to adopt rules to administer the program; effective date July 1, 2023.
