Clerks of circuit court must accept monthly payments for court-related fees, charges, costs, and fines electronically, by mail, or in person under a uniform payment plan, with monthly amounts presumed affordable if they do not exceed the greater of 2% of annual net income divided by 12 or $25

Prohibits clerks from referring an incarcerated individual's account to collections or suspending their driver license for nonpayment; provides a 90-day grace period after release from incarceration before the first payment is due

Allows indigent individuals, public assistance recipients, or those with income below 200% of the federal poverty level to petition the court to terminate a payment plan after 12–36 consecutive months of timely payments, depending on the amount of the financial obligation ($500 or less, $500–$1,000, or over $1,000)

Permits reinstatement of driver licenses that were suspended solely for nonpayment before July 1, 2023, upon payment of a single $60 nonrefundable service fee, and requires clerks to submit reinstatement lists to the Department of Highway Safety and Motor Vehicles by August 1, 2023

Authorizes courts to review and modify payment plans or reduce, waive, or convert outstanding fees, service charges, costs, or fines to community service, while explicitly prohibiting the waiver of restitution or child support obligations
