CS/HB 937 - Temporary Airports Summary

• Revises the definition of "temporary airport" to clarify that it means an airport where flight operations are conducted under visual flight rules and will be used for less than 30 consecutive days with no more than 10 operations per day.

• Requires temporary airport applicants to submit documentation with their registration application to satisfy site approval conditions, and mandates the Department of Transportation issue registration concurrent with site approval.

• Establishes a 30-day approval/denial timeline for temporary airport registration applications, with applications considered approved if not acted upon within 30 days, provided the applicant notifies the agency clerk in writing before claiming the default approval.

• Requires the department to publish notice of received temporary airport registration applications in the Florida Administrative Register and prohibits approval for less than 14 days after publication.

• Prohibits the department from approving subsequent temporary airport registration applications for the same location if the purpose or effect is to evade otherwise applicable airport permitting or licensure requirements; effective July 1, 2023.
