Amends section 767.14, Florida Statutes to authorize public housing authorities to adopt policies addressing dog attacks and safety concerns, in addition to existing local government authority.

Prohibits any dog-related ordinance or policy from being specific to breed, weight, or size, while allowing restrictions based on individual dog behavior or attack history.

Removes the exemption that previously protected local breed-specific ordinances adopted before October 1, 1990, making them subject to the breed-neutral requirement.

Allows local governments and public housing authorities to place additional restrictions on owners of dogs that have bitten or attacked persons or domestic animals, provided such restrictions do not weaken existing state law provisions.

Takes effect October 1, 2023.
