Codifies and consolidates all prior special acts relating to the Jupiter Inlet District in Palm Beach County into a single comprehensive charter, repealing chapters 2000-412 and 2002-354 of Florida law.

Establishes district purposes including safe navigation, environmental preservation, enhancement and restoration of the Jupiter Inlet, Loxahatchee River, and adjacent waterways.

Grants the district powers including ad valorem taxation up to 1.5 mills per dollar of taxable value, issuance of bonds, eminent domain, dredging, channel construction, and property acquisition.

Creates a five-member board of commissioners elected to staggered 4-year terms with compensation of $500 per month; three commissioners constitute a quorum and three affirmative votes required to pass measures.

Requires the Department of Environmental Protection to notify and provide permit applications to the district for review and comment on activities within district waters.
