Amends section 403.816, Florida Statutes to require adverse impact analyses for dredging and beach restoration projects be conducted by independent contractors selected by local governments, not by the contractors performing the actual work.

Requires independent contractors to have no association with the activity contractor for 5 years before the analysis begins or 5 years after the analysis is completed to ensure impartiability.

Mandates local governments provide written notice of intent to conduct an analysis to adjacent local governments that may be impacted by the activity.

Excludes deepwater port maintenance dredging currently permitted or maintained by the United States Army Corps of Engineers from these requirements.

Takes effect July 1, 2023.
