Maintains availability of imprisonment up to 3 days and community service as alternative sanctions for non-attendance.

Prohibits courts from imposing imprisonment for contempt of court related to jury non-attendance unless the defendant can obtain legal representation.

Allows courts to treat failure to attend jury duty without excuse as contempt of court in addition to other sanctions.

Takes effect upon becoming law.
