Amends Florida Statutes section 253.03 to require the Department of Environmental Protection to approve reclamation or restoration activities on sovereignty submerged lands using non-sediment fill material below the ordinary high-water line or mean high-water line.

Authorizes use of innovative technologies for fill material in reclamation activities, including bonded molecules such as alum or lanthanum-based technologies.

Takes effect upon becoming law.
