Defines "state entity" to include agencies and officers of executive, legislative, and judicial branches, the State Board of Education, Board of Governors of the State University System, the Public Service Commission, and water management districts.

Requires state entities to electronically file statutorily required reports with the Division of Library and Information Services and removes the requirement to submit report abstracts.

Makes state entities solely responsible for redacting confidential or exempt information from reports before filing, with the Division of Library and Information Services not liable for redaction failures.

Requires the Division to compile a list of all statutorily required reports and submission dates by November 1, 2023, and update annually; beginning January 1, 2024, compile bibliographic information updated quarterly and distributed to Governor and Legislature beginning April 15, 2024.

Requires the Division to implement and maintain by January 1, 2024, a publicly available Internet-based system allowing electronic filing and searching of reports by recipient, submitting entity, submission date, applicable law, title, topic, and keywords; appropriates $1 million in nonrecurring General Revenue Fund for fiscal year 2023-2024.
