• Prohibits business entities, governmental entities, and educational institutions from requiring COVID-19 vaccination documentation, testing, or post-infection recovery proof for access, employment, or services.

• Prohibits discrimination against individuals based on vaccination status, COVID-19 post-infection recovery status, or refusal to take COVID-19 tests; requires exemptions and reasonable accommodations for religious and medical reasons for non-COVID vaccines.

• Prohibits mandatory facial covering requirements for business entities, governmental entities, and educational institutions; exceptions include health care practitioners complying with established standards and required occupational/laboratory safety equipment.

• Establishes $5,000 per violation administrative fines enforced by the Department of Health and Department of Legal Affairs; allows persons harmed to recover damages and attorney fees under other applicable law.

• Creates requirements for hospitals and health care providers regarding facial covering standards (effective August 1, 2023), COVID-19 treatment alternatives with informed consent, and exemptions for pharmacists dispensing alternative COVID-19 medications.
