Amends s. 381.00318 to create public records exemptions for complaints and investigation records held by the Department of Legal Affairs and Department of Health regarding COVID-19 vaccination, testing, and facial covering mandate violations by private employers, businesses, governmental entities, and educational institutions.

Information remains confidential and exempt during active investigations and after completion if disclosure would jeopardize other active investigations, reveal medical information, or reveal religious beliefs.

Allows disclosure of confidential information to other governmental entities for lawful duties and permits disclosure in aggregated format.

Existing exemption for private employer complaints expires October 2, 2023; new exemptions for business, governmental, and educational entity complaints subject to Open Government Sunset Review Act and expire October 2, 2028 unless reenacted.

Effective date is contingent on HB 1013 or similar legislation becoming law in the same legislative session or extension thereof.
