Department of Education shall issue grants to full-time degree-seeking undergraduate students enrolled at independent for-profit colleges and universities, subject to legislative funding.

Eligible institutions must have Level 6 accreditation from the Southern Association of Colleges and Schools Commission on Colleges, be located in and chartered by Florida, and have been licensed by the department on or before October 1, 2021.

Institutions must have a secular purpose and cannot use state aid to primarily advance or impede religion or create excessive entanglement between the state and any religious sect.

Eligible institutions must not be state universities or Florida College System institutions and must have notified the department in writing of their intent to apply for grants by September 1, 2023.

Colleges and universities applying for grants under this section are exempt from the jurisdiction and licensure requirements of the Commission for Independent Education, and the act takes effect July 1, 2023.
