Revises vehicle procurement criteria for state agencies, universities, community colleges, and local governments to prioritize lowest lifetime ownership costs including operations, maintenance, and fuel expenses when fuel economy data is available.

Establishes eight vehicle use classes (state business travel, construction/agricultural/maintenance, passenger conveyance, materials transport, off-road/motorcycle/ATV, emergency response, and other) that must be defined before procurement.

Requires state agencies purchasing vehicles with internal combustion engines to use ethanol and biodiesel blended fuels or natural gas fuels when available, with central fueling operations procuring biofuels to the greatest extent practicable.

Directs the Department of Management Services to issue recommendations by July 1, 2024 regarding procurement and fleet integration of electric vehicles, natural gas vehicles, and renewable energy-powered vehicles.

Takes effect July 1, 2023.
