Establishes the "Cassie Carli Law" requiring each county's board of commissioners to designate at least one sheriff's office parking lot as a safe exchange location for child custody exchanges between parents.

Safe exchange locations must be accessible 24/7, have adequate lighting, continuous video surveillance with at least one fixed camera recording the purple light-marked area, and retain recordings for 45 days.

Allows a parent to refuse a scheduled custody exchange without penalty if they have reasonable cause to believe they face imminent domestic violence, use the nearest designated safe exchange location, and provide 3 hours notice to the other parent.

Requires courts approving, granting, or modifying parenting plans to consider whether ordering parties to use safe exchange locations serves the best interests of the child.

Provides immunity from liability for the county, sheriff, county commissioners, law enforcement officers, and safe exchange location employees for incidents occurring at these locations.
