Creates the "Reproductive Health Care Protections Act" (s. 381.00515, F.S.), establishing fundamental rights to choose or refuse contraception, sterilization, and to carry a pregnancy to term or have an abortion under chapter 390

Prohibits any person, the state, local government, or political subdivision from discriminating against, denying, unduly burdening, or interfering with the exercise of these reproductive rights in the regulation or provision of benefits, facilities, services, or information

Provides a civil cause of action in circuit court for individuals whose rights are violated, including injunctive relief, damages, and reasonable attorney fees and costs, subject to sovereign immunity recovery limits under s. 768.28(5)

Replaces the existing 15-week gestational limit on abortion with a third-trimester restriction, allowing abortion without restriction before the third trimester while retaining exceptions for life-threatening conditions and serious physical impairment

Deletes the statutory definition of "fatal fetal abnormality" and removes the corresponding exception allowing termination for fatal fetal abnormalities in pre-viability pregnancies

Effective date of July 1, 2023
