Commissioner of Education must conduct a comprehensive review of classroom teacher training requirements by December 31, 2023, and eliminate any not required by federal or state law.

Establishes the Dual Enrollment Educator Scholarship Program to assist grades 9-12 teachers in obtaining graduate degrees to teach dual enrollment courses, with recipients required to teach at least one general education core course per semester for 3 years.

Creates the Teacher Apprenticeship Program as an alternative pathway for individuals with associate degrees to enter teaching through 2 years of team teaching with mentor teachers in exchange for education paraprofessional positions.

Establishes the Heroes in the Classroom Bonus Program providing one-time sign-on bonuses to retired military veterans and first responders who become full-time classroom teachers, subject to legislative appropriation.

Creates Chapter 1015 (Teachers' Bill of Rights) protecting teacher employment rights, liability coverage, classroom control and discipline authority, professional development access, and right to direct instruction with mechanisms to challenge violations.
