Creates an Ohio State University specialty license plate featuring "Florida" at the top and "Buckeyes" at the bottom, to be developed by the Department of Highway Safety and Motor Vehicles.

Allocates up to 10 percent of annual use fees from plate sales for marketing and promotion by the Sarasota-Manatee Alumni Club.

Directs remaining fees to school districts with prekindergarten through grade 12 public school foundations or direct-support organizations for enhancing educational programs.

Requires fees from sales in school districts without such foundations or organizations to be distributed to the district school board for discretionary use in enhancing educational programs.

Takes effect October 1, 2023.
