Establishes the Boca Raton Airport Authority as an independent special district organized under Chapter 189, Florida Statutes, with jurisdiction over operation and maintenance of the Boca Raton Airport located within the City of Boca Raton, Palm Beach County on 212.14 acres.

Creates a 7-member governing board consisting of 5 City residents (3 east of airport, 1 west, 1 anywhere in city) appointed by City Council and 2 Greater Boca Raton Reserve Area residents appointed by County Commission, each serving 2-year staggered terms with a quorum of 4 members required.

Requires the authority to meet at least 10 times per calendar year and provides members with a $100 attendance fee per regular monthly meeting (up to $1,200 annually) plus travel expense reimbursement at state employee rates.

Grants the authority comprehensive powers including contracting, property acquisition, solicitation of federal/state grants, personnel employment, investment management, bond issuance, and facility leasing, subject to compliance with local, state, and federal law and City/County objectives.

Mandates the Board of Trustees of the Internal Improvement Trust Fund transfer title of airport land to the authority and designates the authority as a state agency for sovereign immunity purposes under section 768.28, Florida Statutes.
