CS/CS/CS/HB 1071 - Drone Delivery Services Summary

• Defines "drone delivery service" as a person or entity engaged in delivering goods via drone and governed by Title 14 of the Code of Federal Regulations.

• Defines "drone port" as a stand-alone building not exceeding 1,500 square feet in area or 36 feet in height, located in nonresidential areas, used for drone storage, launch, landing, and observation.

• Prohibits political subdivisions from withholding business tax receipts, development permits, or use approvals to drone delivery services based on drone port location, but allows enforcement of minimum setback and landscaping regulations applicable to the zoning district.

• Exempts drone ports from the Florida Building Code and Florida Fire Prevention Code (except fire protection systems requirements).

• Takes effect July 1, 2023.
