Repeals three Florida statutes (ss. 394.74, 394.75, and 394.76) relating to contracts for local substance abuse and mental health programs, state and district plans, and financing of district programs and services.

Revises the definition of "managing entity" to require it be a corporation that does not provide therapeutic services and is eligible for federal block grant funding, and requires managing entities to lead the implementation of a coordinated system of care for children and adolescents.

Adds new Department of Children and Families duties, including working with managing entities to reduce administrative burdens, reviewing all managing entity reports to eliminate obsolete or duplicative reporting, and consulting with managing entities on needs assessments for inclusion in the department's legislative budget request.

Requires managing entities to collaborate with county emergency operation centers to identify organizations that coordinate behavioral health services for responders, survivors, and their families during public emergencies.

Moves the annual enhancement plan submission deadline from September 1 to June 1, requires the department to consider these plans in its legislative budget request, and removes the 5-year cap on managing entity contract renewals so long as contractual and performance requirements are substantially met.
