Mandates commercial service airports use competitive solicitation processes consistent with s. 287.057 for purchases of commodities or contractual services exceeding the Category Five threshold.

Requires governing bodies to approve, award, or ratify certain contracts as separate line items with public comment opportunity for: small hub airports ($500,000+), medium hub airports ($1 million+), and large hub airports ($1.5 million+).

Prohibits contracts exceeding the specified thresholds from being approved, awarded, or ratified as part of a consent agenda, effective July 1, 2023.
