Creates section 1012.9931, Florida Statutes, establishing public meetings and records exemptions for the Interstate Teacher Mobility Compact Commission and its executive committee.

Exempts from public meetings requirements any meeting portion discussing member state noncompliance, employee matters, litigation, contract negotiations, crimes, trade secrets, personal privacy, investigative records, or matters in the commission's bylaws and rules.

Exempts from public records requirements recordings, minutes, and records generated during exempt meeting portions, and investigation records held by the commissioner or Florida Department of Education until investigations cease or probable cause findings result in filed complaints.

Requires the commissioner or Florida Department of Education to notify the originating member state before disclosing any investigatory or disciplinary information concerning a teacher received from another member state.

Exemptions are subject to the Open Government Sunset Review Act and automatically repeal on October 2, 2028, unless the Legislature reenacts them; effective date contingent on HB 1125 or similar legislation becoming law.
